From 1 January 2027, cross-border waste shipments in the EU are handled in the Digital Waste Shipment System, Annex VII included. MEGAN generates your Annex VII from the shipment data and files it with DiWaSS.

What changes, and when.

DiWaSS is the EU Digital Waste Shipment System under the revised Waste Shipment Regulation. It replaces paper for cross-border waste shipments across the EU.

  1. 21 May 2026

    DiWaSS goes live for notified shipments.

  2. 1 January 2027

    Fully mandatory, including Annex VII for green-listed waste. The Annex VII transition period was granted after the industry asked the Commission for a smoother rollout.

Three things every exporter has to sort out.

Register

Every party in the shipment chain, your company, carriers, consignees and treatment facilities, must be registered in DiWaSS before a document can be filed. The account is in your name, because under EU law you are the operator.

Get the data right

Annex VII needs correct waste codes (Basel, AVV), the right parties with their registrations, and the actual quantities from the weight ticket. Errors on paper were corrected with a pen. In DiWaSS they are rejected.

Keep the documents

Every Annex VII, every version and every acknowledgement has to be retrievable for years.

Weight ticket, pair, container, parties and codes are already in MEGAN. Annex VII is produced from them, not typed.

The Annex VII editor shows the document as it will be filed. Changes are versioned.

Once your DiWaSS account is registered, MEGAN submits the Annex VII and keeps the status on the shipment.

VGM and packing list come out of the same data.

Questions we get about DiWaSS.

Does DiWaSS apply to green-listed waste?
Yes. Annex VII shipments are included from 1 January 2027.
Do I need MEGAN to use DiWaSS?
No. DiWaSS has its own portal. MEGAN removes the retyping by generating and filing the Annex VII from data you already have.
What about shipments outside the EU?
Annex VII is still required for exports of green-listed waste to OECD countries. MEGAN generates it either way.
Can I still ship on paper after 1 January 2027?
Not for shipments covered by the regulation.
